The Mississippi River at St. Paul reached a stage of just over 19 feet on Friday — more than 5 feet above flood stage. The river has spilled over its banks in St. Paul, flooding parts of Harriet Island Regional Park on one side, and closing Shepard and Warner roads on the other.
